This budget amendment represents a reclassification of Lottery Revenue Bonds from other financing sources to a state established revenue source.

This budget amendment represents a decrease in the General Fund in the amount of $99,412.94 as follows:

g. Removal of Reprimand from Employee’s Personnel File...Babb

h. Title VI...Omer

Title VI of the improving America’s Schools Act, 1995, replaces the Chapter 2 program. The purpose of this program is to support local education reform and innovation. These funds will be used for the following purposes:

  1. Supplemental resources, computer software and hardware for instructional use;
  2. Improving local educational practices;
  3. Professional development;
  4. Programs to enhance personal excellence and academic achievement of students, and
  5. Other innovative projects to enhance program and school climate.

i. Head Start Program Expansion (August 1, 1998-July 31, 1999)...Omer

The Department of Health and Human Services/Administration for Children and Families provides funding to support expansion of the existing Head Start Program. A total of $373,866 is requested to provide comprehensive early childhood services to 100 three- and four-year-old children and their families. A total of 46 slots will be designated for after-school services to support the Welfare to Work Initiative. Head Start classrooms will be established at the Family Progress Center-Early Head Start Site, Fearnside Family Services Center, and the Gainesville Job Corp Center. All participants will receive health, social services, education, parent involvement, nutrition, and disabilities services.

j. Head Start Program (August 1, 1998-July 31, 1999)...Omer

Funds to support the Head Start Program are provided by the Department of Health and Human Services/Administration for Children and Families. The grant is allocated to provide comprehensive preschool services to 600 three- and four-year-old children and their families for a total of $2,980,738.

In addition to supporting the preschool classrooms, funds are designated to support the operation of the Fearnside Family Services Center, a program designed to provide assistance to Head Start parents as they seek to improve their quality of life and their children’s chances for school success.

k. Louis T. Camp Creative Teaching Grants...Omer

Four district teachers have prepared applications for the Louis T. Camp Creative Teaching Grants. The teachers represent Irby and Newberry Elementary Schools and Kanapaha Middle School. Teachers whose applications are selected for funding will receive $500 each.

l. Agreement with the Alachua County Health Department...Omer

The Alachua County Health Department provides services to eligible families at the Early Head Start Family Progress Center.

m. Approval of Contract with Consultant for Early Head Start...Omer

This contract provides an outside evaluation to be conducted by Jeffery Roth as a consultant to the Curriculum Department for Early Head Start. Grant funds are provided specifically for this purpose.

n. One Room School House...Omer

The Florida Department of Education is increasing by $5,000 the budget for the One Room School House for a total of $57,000. The additional funds will be used for building rental and salaries.

o. Chance Charter School...Omer

The Florida Department of Education is increasing by $19,000 the budget for the Chance Charter School for a total of $71,000. The additional funds will be used for building rental and therapy for students.

p. Early Head Start...Omer

A budget has been prepared for fourth-year funding for the district’s Early Head Start program, which serves infants and toddlers. The fourth-year funding amount is $674,712.

q. Education for Homeless Children and Youth...Omer

A proposal has been prepared for submission to the Education for Homeless Children and Youth Program of the Florida Department of Education. Funds are requested to provide educational services to homeless children attending district schools. A total of $56,818 is requested.

r. Agreement with Hippodrome State Theatre...Omer

An agreement for services has been prepared with the Hippodrome State Theatre for assistance with the Improvisational Teen Theatre as part of Loften High School’s Florida Learn and Serve project. Grant funds are provided for this purpose.

s. District Limited English Proficient (LEP) Plan...Wagner

To meet the requirements of the 1990 Florida Consent Decree, each district is required to submit every three years an updated LEP Plan. The Plan includes (1) standards for entry, exit, and post-reclassification, (2) instructional, categorical, and student services, (3) provisions for and plans to employ qualified staff, and (4) evidence of consultation with parent council or advisory body.

t. Textbook Adoptions...Buchanan

Approval is requested for the adoption of the recommendations listed here for implementation in the fall of 1998 and thereafter, subject to availability of funding in 1997-98 and subsequent years: (1) for middle schools--Computer Applications in Business I, Computer Applications in Business II, and Exploring Technology; (2) for high schools--Business Systems & Technology 1, Business Systems & Technology 2, Business Computer Applications 2, Drafting I, II, & III, Carpentry, Masonry, and World History, Honors

u. Individuals with Disabilities Education Act (IDEA), Part B, Project; Individuals with Disabilities Education Act, Part B, Preschool Grant for Children with Disabilities, Ages 3-5; and Individuals with Disabilities Education Act, Part B, Discretionary Supplement...Speisman

Individuals with Disabilities Education Act (IDEA) is a Federal Entitlement project that provides staff, support services, special equipment and materials for eligible disabled students. The project application is in the amount of $2,645,283. The IDEA, Part B, Preschool Grant for Children with Disabilities is a federal entitlement project which provides staff, support services, special equipment and materials for use with Prekindergarten students with disabilities. The project application is in the amount of $337,481. The IDEA, Part B, Discretionary Supplement is intended to assist districts in successful implementation of statewide initiatives relative to the education of students with disabilities. The project application is in the amount of $186,964.

v. Design Development/Contract Document (DOE Phase II/III) for Project SBAC CB710--Newberry High and Hawthorne High School Gymnasium Boiler/Heater Replacement...Gable

Design Development/Contract Documents for the construction of this project have been prepared by Ingley, Campbell, Moses & Associates, Inc., Gainesville, Florida. It is requested that the Board approve these plans for submission to the Department of Education and establish a bid date for the project.

w. Board approval of the 1997/98 State Requirements for Educational Facilities(SREF) Safety Inspection Report...Gable

The administration recommends that the Board approve this report, dated June 16, 1998, as presented.

x. Leasing and Re-Leasing of Relocatable Classrooms for Project SBAC CA821...Gable

The administration recommends that the Board approve the lease agreement with Spacemasters Buildings for leasing and re-leasing of relocatable classrooms from July 1, 1998 to June 30, 1999.

y. Bus Use Agreements...Shelton

  1. The University of Florida, 4-H Club Foundation, requests the use of school buses to transport participants to the 1998 Florida 4-H Congress, July 28-30, 1998.
  2. The University of Florida, Lady Gator Basketball, requests the use of school buses to transport participants to the 1998 Lady Gator Basketball summer camps, June 22-28, 1998.
  3. The University of Florida, Volleyball, requests the use of school buses to transport participants to the 1998 Florida Volleyball Camp, July 13-26, 1998.
  4. The University of Florida, Baseball, requests the use of school buses to transport participants to the 1998 Summer Baseball Camp, July 5-30 1998.

z. Amendment to Contract with Meridian Behavioral Healthcare, Inc....Wittmer

The amendment extends through July 17, 1998, the contract with Meridian for educational services for students in the Prairie Achievement Center.
